Unable to engage in substantial gainful activity (known as SGA requirement) means that if you were to work, you would not earn more than a certain amount of money. The monthly 2014 SGA amount for non blind people is $1,070 and for blind people the amount is $1,080. This amount is usually adjusted annually.
